Graduated with a Master of Laws degree from Peking University, Ambassador Cao joined the Ministry of Foreign Affairs (MFA) in 1989.
Prior to his posting in Singapore, he served in the capacities of Counselor at the Chinese Embassy in France, Deputy Director General of the Department of African Affairs of MFA, Chinese Ambassador to Mali, Director General of the Department of Personnel of MFA and Chinese Ambassador to Belgium.
历任中国驻法国使馆参赞、外交部非洲司副司长、中国驻马里大使、外交部干部司司长、中国驻比利时大使。
2024年3月出任第十三任中国驻新加坡大使。
