Under a pilot program launched last year, China’s power generators are permitted to sell wind- and solar-generated electricity directly to certain types of end-users. Those end-users, in turn, can offset their carbon footprint through the purchase. But the system has at times suffered from opaque pricing, obstacles to interregional trading, and confusion about the corresponding mechanism for obtaining carbon credits.
